The Global WASH Cluster’s Quality Assurance and Accountability Initiative (QAAI) is a key axis in the Global WASH Cluster’s 2020-25 Roadmap Delivering Humanitarian WASH Anywhere and Any Time.  Realising the goal of widespread uptake of QAAS in humanitarian WASH responses globally is ambitious and requires the engagement and buy-in of a broad range of WASH Cluster stakeholders.

The Technical Working Group provides technical direction and advise to the QAAI Project Team (Oxfam & Solidarités International). 

The Technical Working Group (TWiG) has a critical role in ensuring that project outputs are delivered to a high quality and are in line with the operational requirements of National Humanitarian WASH Coordination Platforms (NHWCPs).
Humanitarian crises are complex and dynamic. Reliably delivering against commitments to quality and accountability, improving over time and ensuring continued relevance despite changing contexts requires management approaches that are data-driven and adaptive. Current response monitoring practices often focus on tracking activities or reach, rather than understanding whether the response is safe, inclusive, participatory and effective. 

Findings of humanitarian action in several countries show that too often WASH partners fail to meet the minimum humanitarian or technical standards and thus undermines the overall quality of the WASH services that are delivered to the affected populations. In most cases, WASH partners in countries have no agreed joint quality assurance and accountability systems they could use to monitor WASH response quality and accountability, reinforce their capacity where it is needed and take corrective measures.

Quality Assurance and Accountability Systems (QAAS) are a way of addressing this, while strengthening accountability to the affected population by providing confidence that standards for quality will be met and maintained over time. QAAS provide the information and protocol to allow national WASH sector partners to manage the response in a way that maximises quality and accountability in real time. It is also a mechanism to support periodic review, joint learning and continuous improvement over time.
